How can adjust position in EncroachingBlockingGeometry?

i saw codes the Function “EncroachingBlockingGeometry” in LevelActor.cpp.

i understand

Get Transfrom’s of RootComponent Inverse Transform and that Multiply To MovementComponent(if actor has that)

but i dont understand what is meaned.

i wonder a flow about adjusting if SpawnActor is needed Adjustment.
