The actors in the city sample seem to have a appearance similar to being created as packed level actors, not like static mesh actors or blueprints or level instances. However, it seems like they cannot be edited.
It looks like actors are dragged and dropped in the Place Actors tool, and instances are nested inside.
Is there a built-in feature in Unreal Engine to bundle them in this way?

I don’t have a specific answer to this, but I do know that the actors in the City Sample were generated/placed involving Houdini.
This video is a good place to start for understanding the systems involved.
