HLOD Build VRAM Out of Memory

Hello.
I’ve tried to build HLOD of a world with a world partition set on UE5.1, but it always fails.
There are a lot of static meshes at my level, and even if I changed various settings on DX12, 11, Vulkan, and HLOD Layer, out of memory was inevitable.
Simplegons, approximations, merges, and their detailed options of reducing memory usage all didn’t solve my problem.

The same crash occurs in an environment using a commandlet.
The same is true if you exclude LandScape or if the grid on the HLOD is small.
Only instances have been successful in building but it doesn’t do much for static mesh optimization I think.

When there is a crash, you will always be informed that VRAM is insufficient.
I’m using a graphics card from an old, small VRAM with a GTX 970 4GB, but it’s hard to upgrade.
In this case, do I have no choice but to abandon the build of HLOD?
Is there any way to build HLOD sequentially within my computer’s reach?

I’ve been working on this project for quite a long time.
I’m in desperate need of help. Thank you for your reply in advance.
