What would be better to use from a performance standpoint, multiple HISM’s or multiple PLA’s (I am assuming that PLA’s have similar culling).

HISMs controlled from a single or few actors will be much faster than PLAs.
Well here is the thing, I assume that the culling of PLA’s would be similar so rather than creating a full level PLA I would have assumed that I would rather want to create multiple ones, similar to how I would approach HISM’s.
But that said, if PLA’s allow the meshes within to have individual/grouped culling then that would be preferable to me as I, from my understanding, can easier edit the PLA in the future.
Otherwise, I would have just grouped different ‘blocks’ of buildings/props into a single HISM and called it a day.
Yeah absolutely - if you can afford the CPU/GPU time to use PLAs or Prefabs do - they are more powerful and easier to edit as you say - and it is easier to convert those to HISMs down the line that it is the other way around.
