I am trying to package an unreal engine project to windows for the first time and have not been able to. I’ve used package test projects with just the template third person level and it seems I cannot package any project in unreal. When I first click Package Project, I get the “The SDK for Windows is not installed properly” message, and after clicking “Continue” anyway and selecting the destination folder, I get the “Failed to launch unreal automation tool” message. I’ve followed every tutorial and forum answer to solve this that I can find that has an issue that sounds similar to mine with no luck
Additionally, I notice every time I open a project, there is the following warning in the output log:

In the Platforms dropdown, under Windows, in the SDK management section, mine is blank as shown in the screenshot.
I have installed numerous .Net SDKs (3.1.100, 3.1.418, 6.0.413, 7,0.400, + more) all x64. I don’t know if having multiple installed at the same time is an issue or not. Whenever I saw one recommended in a forum thread that I didn’t have I would try installing that one.
I have installed Visual studio 2019, and after numerous attempts with it, have uninstalled it and installed Visual studio 2022. I have included all the workloads and individual components with both VS installs as outlined in the “Setting Up Visual Studio” page in the unreal engine 5.1 documentation.
I have verified that the location of the file that unreal is trying to access is the same location in file manager.
On every new attempt, I run epic launcher and unreal as administrator, I don’t have another unreal or visual studio open, and I restart my PC between each attempt.
Windows is fully updated, my graphics driver is fully updated.
I have copied the “hostfxr.dll” file to the AutomationTool and UnrealBuildTool as recommended in several help guides. Other than this, I have not messed with anything within the files ever because I’m new to this and don’t know what I’m doing when it comes to these things.
I have a fairly slow internet connection and I’ve heard once that a slow connection can cause installation corruption but I don’t know if this is true.
I have uninstalled and reinstalled unreal engine.
I’m using Windows 10, Unreal Engine 5.1, and I’ve only used blueprints.
