Help with making an item.

I am working on a mod with my significant other and we have tried many ways to make a dino dye item, but everytime you have to have admin priveledges. I am trying to get help with making the item usable by all.
It is a simple-ish item. When used it uses the “settargetdinocolor” command with a specific region and color code for each item.

How can I make this item usable by everyone and still able to recolor a dino?

Not everyone can use the admin command settargetdino color. That’s the issue. I’d look into the paint brush and see how they’re dying the dinos if i were you.
