I uploaded a copy of the Output Log from why I try to package my project. Most of the errors mention “Couldn’t find file for package” and I’m not sure what this means. Can anyone please help me sort this out? Thank you for your time.
You will have to locate these files, either delete or resave them.
And at last do a fix redirectors from your main folder inside the content browser.
*There also some missing files and unsaved asset from what i can read from your log at the beginning, might as well fix those too.

I copied the output log from a more recent attempt.
It seems to start with “LogLauncherProfile: Unable to use promoted target - …/…/…/…/DeceptionFalls/Binaries/Win64/UnrealGame.target does not exist.”
The message is correct, such a file does not exist. Is this the right place to start? There is an UnrealEditor.target file in that folder, but no UnrealGame.target file.
Something strange is that I’ve been able to package projects without a Binaries folder.
I could not find any of the files the output said were missing. (So, perhaps they really are missing?)
What I did was I took the Default Map and migrated it to another project. I packaged it there, and what do you know, it now works. The problem is that it is now cooking 3672 packages, which is WAY too many. It took over three hours to process without stressing my system at all. (Peak 90% CPU, everything else below 50%). Now I need to figure out what is up with that.
I turned on Cook only maps (this only affects cookall) and that fixed the long cook time issue.
