Unless your gameplay relies on terrain, I’d just prototype without it for the moment. Otherwise, bring in the simplest crappiest looking terrain you can get to work for your purposes.
At early stages, don’t get caught up on any one particular thing too much or you’ll block your own progress.

Are you saying it’s an FPS game and that it will take place in a city?
If so maybe just make big boxes for the skyscrapers and stuff, and just a flat plane for the ground, at least to start.
Hey Defiled - So you’re trying to build an FPS in a city? If you’re talking mostly about level design, I’ve always found it to be extremely helpful to do the following -
1 - Sketch out my maps on paper (graph, of course).
2 - Use BSP to block out the space, make sure scale is correct.
3 - Start building out the actual art and all the art features.
