Having trouble with lag on high ping

On lower ping (40-60ms) the game works fine. However once the game reaches higher ping (80+) lag becomes unbearable and people are teleporting all the time. I’m using a listen server with steam online subsystems. The lag will occur simply when walking or running, and often happens when I use launch character (I simulate launch character across clients and host).

Is this an inherent issue with using a listen server for a fast paced game or are there settings I should tweak in engine?
