Hard to rotate bone after model's unit transfer

Hi, I just met a problem with my new model, the fbx file is in meter units, it was really small after imported it into the engine, but the bone can rotate in persona normally. But after I reopened the file in 3ds max and exported in the unit of centimeters(which is corresponding to Unreal), the size looks fine but it is really really hard to rotate the bone in persona, if I rotate the pelvis for 180 degrees it just only rotate a little bit and far less than the other models that go totally parallel. How could I solve this problem?
