Haloing effect from floor around the Blue Man ?

I’m working on stripping some unwanted effect in UE4 Templatates. This is the Third-Person Template. What causes this hallowing effect around the Blue Man when I move the camera. Apparently, it’s not motion blur, which I took out from both GlobalPP and the FollowCamera and seems to be concentrated on the floor. It’s bizarre that the floor reflection with diffuse light that way.

This is a known rendering bug and has been fixed in our internal build of the engine. It should be eliminated in one of the next engine updates.
