Half-Life 1 and Quake 1 water material distortion

Greetings All,

I’m wanting to learn how to make the wavy distortion texture/material effect for the surface of water in games like Half-Life 1 and Quake 1. Has anyone achieved this before or does anyone know how to achieve this?
