From your provided footage, it seems the hair groom transparency is being overwritten by the water body in rendering. In order to fix that, please try the following changes:

Use “Translucency Sort Priority” from the groom asset’s details panel, and set it to a value higher than the water body

In the Groom component, Increase the “Bounds Scale” in the groom component, which should avoid the hair from being culled when the camera gains distance
