The number of times the grappler can be used is displayed as 15, but when actually used, it runs out after 10 uses.

If you grant a player a grappler with an item granter device it defaults to 15 uses. When you get to 5 its exhausted. Tried it on two different islands. Also its been this way for quite a bit of time.
Picking it up from an Item Placer is correct…10 uses.
