It depends on what you’re testing for.

Essentially you would want to decide on what your minimum spec is for your game and have a suitable machine to test that, and a suitable machine to test your recommended spec. You can decide this yourself using the Steam Hardware Survey: http://store.steampowered.com/hwsurvey/
Testing over a wide range of hardware is generally recommended, so just ask your friends/volunteers for their specs, and see if they fit in with your min/recommended spec.
A good starting point for minimum is probably an integrated or low end GPU, and a point for recommended may be a midrange GPU. Look at other games if you need some ideas.
You should test a variety of resolutions, including different aspect ratios.
