Global Time Dilation minimum value?

I’m not sure if this is the correct place to ask and I’ve not seen it answered anywhere else but is there a hard value that Global Time Dilation cannot be set below? I’m asking as I’ve been trying to make a SuperHot-style game as an exercise, but I can’t see any difference in how fast time passes when the time dilation value is set below 0.1 and as a result, my bullets still move much too quickly when time is supposed to be moving at a crawl.
