Github issue when tried to download Unreal Engine 4 Source code from Github.
This is happen when the UE4 Engine free of charge release.
I already email Github about this issue and this is their reply

You’ll need to contact the owners of the Unreal Engine project about this. I don’t think there’s anything we’ll be able to do about this from the GitHub side.
