That type of error can be a number of different things. Example: Someone trying to publish a 1 minute trailer when it only allows 30s-max or it’s in the wrong file format, etc. I’d review the rules/guidelines and compare it with the content you’re uploading. (Note: It could be a bug or something of that nature we’d want to send over to the developers in that case. But, we need to make sure that’s the avenue required first) I hope that helps!
