Getting an actor from another level

So im trying to create a portal effect (one way only) like an anomaly and im using a scene capture 2D and a render target to do this but i dont know how to get a reference from another level. i tried on event tick to set a variable iside of the character but that doesn’t happen as that level is not opened, i tried using game instance but i cannot save data inside it as i need to get the data somehow out of the level…

Maby i just used a wrong approach to this just let me know how can i achieve this
