Geographically Accurate Sun Positioning Time settings doesn’t work expectedly

Hi there

when I set the location in Japan, and used -8 for timezone, and set 12:00 for time, the sun should be at the heighest point, but the sun position is at before the sunrise. And it’s at the position at 12-8=4am
so, I believe time parameter and timezone parameter are not used in the calculation properly now.

Could you log a bug and fix?
