Users of Windows 7 can also no longer play builds packaged on 4.25, which is causing us problems as we have a game in Early Access, and people bought it assuming Windows 7 would remain supported. 6.5% of Steam users are still using Windows 7, so it’s not an insignificant amount of people this is affecting.
The answer is “Pretty Yes”. If Microsoft is not supporting Win 7 anymore, everybody will do the same. I don’t like Win 10, but it seems we have no choice.
If this is indeed the case, this is a big problem and should get fixed as soon as possible. Can’t just update a game and have it suddenly stop work for 6% of the players…
It has a fix! Use UE 4.24! Nothing’s stopping you. Once you believe the market no longer demands Windows 7, you can upgrade.
I would take that bet! Willingness to share requirements isn’t really correlated by platform (except, perhaps, if you use Linux )
If you’re looking to serve a large audience, you’re much better off making sure that your game works great on integrated graphics, than you are trying to support an operating system that literally makes its users sitting ducks for zero days and worms all over the internet.
How many UE users created AAA or AAAA games? Win7 need be supported. And new version of engine not only contain new features, its also have bug fixes. I faced with bug which fixed only in 4.25, but I dont want to use this version …

Microsoft dropped support for an operating system that shipped 11 years ago. Any hardware that sold before Windows 8 was available, can’t even load an Unreal level.
But if Microsoft dropped support for Win7, its not mean that Win7 is bad. Other engines also stop supporting Win7? Its be nice if 4.24 get all new bug fixes. For now I dont see any serious reasons to change Win7 to Win10, I cnanged WinXP to Win7 because WinXP have limited RAM, which is serious reason.

You have tried install Visual C++ Building Tools 2015, 2017 and Win 8.1 SDK in both, Win10 UE4 editor and Win7 Client ?
You have tried packaging for Win64 using Vulkan API ? Project settings > Platforms > Windows > Check Vulkan (SM5) and Default RHI from Default to Vulkan
