Games low FPS (0-1) when not Full screen

Well it seems more of the engine problem, that is why asking info in here. The issues are with multiple games and it seems the same issues in every one of them. Games include Deep Rock Galactic, Satisfactory, Borderlands 3 and some other games that I cannot remember right now.

I do not remember any games having such issues with Windows 7. Maybe either the issue was not with Win 7 or just the games I played did not use such engine version.

Usually by default the game starts in windowed mode initially and I cannot even change the options to switch to full screen mode. Sometimes I have to resort to config file modifications and other times I can force refresh of the screen by alt tabbing out and back into game (because it has 0 FPS). In those cases I have to use some other window to place the mouse on correct place and click. Basically menus seem to theoretically react fine, but the screen doesn’t display any changes.

After I manage to change it to full screen, everything starts to work fine. Menus react, games work. It has gotten annoying already.

Information about the computer:

  • GPU: Radeon R9 290X 4GB
  • CPU: Intel i5-5820K
  • Motherboard: Gigabyte X99 G1 Gaming Wifi
  • Windows 10 x64 that was upgraded from windows 7.
  • Games tested running off M.2 SATA drive, 2.5" SATA SSD drive and HDD drive. Same results.
  • Monitor 1: Acer XB270H 27" 144Hz 1080p monitor
  • Monitor 2: LG 29UM67-P 29" Ultra wide monitor

Graphics card drivers updated, Tried also reinstalling of them with full cleanup as it seems graphics issue.

It seems quite like UE4 issue and as more games come out using it, then would like to get that issue solved.

Have tried to use only 1 monitor as well, the results are the same.

It seems that this could be windows fault you said that your version of windows 10 was upgraded from windows 7 by that did you just do a free upgrade from windows 7 or completely reinstall windows because if you just upgraded without a fresh install the OS is more likely to gunk up I have had problems in the past with windows not running as well when upgraded from a previous version of windows vs when they are freshly reinstalled
What you might have to do is a do a fresh install of windows 10 from a usb to get the a fresh install

Free upgrade from Win 7, not refreshed or reinstalled as it is tedious process to reinstall a lot of software. Thought that maybe there is another way to solve it or someone had something similar before going the win 10 reinstall route.

You could try making a backup of your files excluding windows files and do a fresh reinstall but it is tedious unfortunately this is a problem that seems to plague windows with it gunking up/bit rot the only OS I’ve ever seen have smooth updates and transitions is Linux but even then sometimes switching distorts some things have to be reinstalled
You could try also making a back up of a game and reinstalling it to see if that may fix it

Game reinstalls do not help.
I guess until the time of fresh installs I am stuck with full screen only. Most likely something to do with exclusive access to screen and resolution control. Borderless fullscreens with some games lets easily exit one monitor to another like for example looking up some wiki page while game is running and on pause screen. With the games I have had issues above it every time needs to exit full screen and minimize game. But it is expected behavior with exclusive full screen.
I would say it is some way combined issue with windows not coming from fresh install and probably piece of code in engine that is not able to work well with non-exclusive full screen. Like where windows aero used to be active as well. I do not know of aero is a thing in win 10 any more.
The reason why I loosely blame UE is because other game engines work fine and does not depend if full screen, borderless windowed or windowed mode is used.
My machine and configuration may be odd one, but seems to bring out some edge case issue that may be due to fault in engine code.
