Agreed it is not bad, but it is very dangerous:

• get strong guy, like ex military with some serious skill
• put him into this VR,
• feed him story about president who kills his puppy
• follow up with preparation story up to that guy sitting in some room with sniper rifle
• let that guy loose, point at president

And because of all above, I bet this is one of serious dark projects currently going full speed.
So if its possible (or when) it will be done.

I bet it will be created for game and simulation use first but yeah it could definatley be used for bad
