I really would like to use Unreal Engine to build games, but my PC can’t exactly follow the minimum requirements of the engine. Is there any free ways of using UE without having to download the engine itself on my PC?

Have you tried using an earlier version of UE? You can still download these directly from the launcher.
Yes, you should first test out earlier versions of UE4. If you want to go super low then UDK might be an option. Epic no longer supports UDK. But you still download it from links. I will still suggest you UE4, there are some tutorial on YT specifically how to optimize some setting for low end hardware. I hope this will help.
For free might be hard… But some institutions do offer Virtual Machines you can access and use it if you’re enrolled as an student.
Depending on where you live you can always try public libraries and ask them to install Unreal on their public machines. I know some in toronto have Unreal and Photoshop and other editing software. So might be worth trying
