For painting textures on models inside 3D space?
Blender is great for that. By far the best free option you’ll find, and even better than some paid ones.
The only better paid options I even know of are 3D Coat, Substance Painter and Mari.

I can’t remember the name of it, but there is a blender add-on specifically for painting with layers and possibly other photoshop-like features.
It could be the Blender sensei one but I’m just not sure.

You can try Sculptris, its a free Z-brush lite program.
