FrameRate Drop with Two Standalone Networked Instances

So, I have two standalone games running in networked mode in Unreal. For some reason, whenever I focus the mouse on one window vs. the other the framerate of the window with the mouse focus increases, and the other drops significantly. I can’t properly test the networked multiplayer with this issue occuring.

I don’t have any CPU or GPU bottlenecking. Not sure what might be causing this issue in the project or editor settings?

None of the solutions posted on there work. I’m using Unreal 5.3. I have tried switching from Direct X to Vulkan.,turning off Use Less CPU in background, and changing the value of t.IdleWhenNotForeground.

None of this has solved the issue.

Bump. This is still broken. It completely prevents me from testing networked play properly.
