Flickering is usually either anti-aliasing issues or some sort of z-fighting. If it isn’t one of those, I’m not sure what it could be.
You can go to project settings and temporarily turn off AA and see if that changes anything.
Oh, another thing it could be is the material itself. Some materials are created to lightly shake intentionally, especially ones made for living creatures (from further away it makes them look more lifelike, but it might be what is causing the flickering if you are this close).
You might want to check the eyelash material to for nodes that say “dither” or maybe reference intentional anti-aliasing in the name.
