Fixing currently reported bugs

I am currently working with 4.26.2 and have come across a bug which is identical to the one reported here Unreal Engine Issues and Bug Tracker (UE-29768). This bug has been around since 4.11 and since the time of its reporting has 35 votes.
Why is Unreal working on new features like UE5 when major bugs in the HOTREALOADING system continue to persist?
