You’ll only see the New issue button when clicking on the “+New Topic” button from inside of the Issues and Bug Reporting section.
But you do not need to create a duplicate bug. I searched the forums for “FineArt” and found that another user has submitted this bug report.
So it might be best to vote on that topic + add any extra info or repro steps in that thread.
