Thank you for caring and writing a proposal, but the spammers found a way around Epic’s anti-spam measures. I don’t think any of the criteria you suggested for getting verified is going to really stop them. Odds are, they are just going to work around them somehow.
Additionally, these criteria will just get in the way of new, honest creators.
There are already many good suggestions on the following forum post. You can contribute to it if you want.
