[Feature Request] Render whole planet seamlessly

I would love a feature where the Engine could render the whole planet seamlessly similar to Outerra. How does Outerra do it?

Taken directly from the Outerra Website:

3D planetary engine for seamless planet rendering from space down to the surface. Can use arbitrary resolution of elevation data, refining it to centimeter resolution using fractal algorithms.

Could someone write a plugin to do this in UE4?
