[FEATURE REQUEST] Remote `fort_vehicle` movement modulation

The movement_modulator_device can modulate on agents and vehicles. However, it’s currently impossible to remotely and programmatically modulate the movement of vehicles, as there’s no such APIs. It’s especially very inconvenient as it requires the placement of many additional movement modulation devices in the scene, which will consume additional runtime memory and it may cause unwanted side effect when the movement modulation device is accidentally hit by other vehicles, while the intention was to apply the modulation on a single and concrete vehicle only.

Please provide a way to Activate an event on a concrete fort_vehicle as well as an additional ActivationEvent which provides an fort_vehicle.
