For me the issue had to do with source control - since in my project I’ve used many of the starter content files I have it checked in; which conflicts with whatever the engine tries to do at startup importing the ‘starter content’. What specifically fixed it for me was deleting the file Floor_400x400.uasset - not sure if this will be a universal fix but its worth lookin into conflicts in your project and what Unreal tries to import at startup.
