I faced this issue trying to release a patch, just adding new small patch paks to the pak folder.
Then I understood I was in a wrong folder, not in the old one (eg 1.2.2), but in new patch one (1.2.3). After copying new paks to 1.2.2 and running 1.2.2 exe, I got it working.
