Is there any way I can export a skeletal mesh out of UDK into an FBX?
No,but with umodel you can…i think.
UModel will export a mesh into Psk format. To convert it into Fbx you’ll need to load this mesh into 3ds Max (or another product which has both ActorX and Fbx support) and then re-save it into Fbx.
