Exponential Height Fog Covering Nearer Translucent Particles?

I have a windy blizzard at night scene utilizing exponential height fog and niagara particle system.

My exponential height fog seems to be rendering on top of my blizzard particles creating a weird dark “blotch” in the middle of the particles. Also, when I turn the fog off, it seems to render more or less how you would expect, but with it on, you can see an unnatural silhouette of the trees in the distance.

Is there a way to have the fog set to render “behind” the nearer translucent particles?

Did you try just change the translucency sort order for the particles?
