"Exclude Editor Content" not turning off

I’m not sure how to word this in the best way to bear with me:

Today I was trying to reduce file size for my Android game, I went through the packaging settings and turned on the “Exclude editor content when cooking” which disabled any materials in the packaged game. I didn’t want that so I turned the option back off. The problem is that even though this option is now off again, the engine is still ignoring any and all materials assets in the cook. Is this possible to fix?
