Your engine installation could be corrupted.
I would try to uninstall, cleanup the system and reinstall it again.
I tried this on UE 4.22. There was the same error. Then I reinstalled engine, vesrsion 4.26.1. Same error(
What do you mean by “cleanup the system”?
