ERROR: Visual Studio 2017 must be installed in order to build this target.

I am still stuck.
I can package the project for win64 but I can’t package the plugin.

I tried different things nothing worked :
1- create a new empty project with an empty plugin.
2- specify visual studio 2019 in editor preferences -> source code.
3- add WindowsPlatform.Compiler = WindowsCompiler.VisualStudio2019; to plugin_Creator.Target.cs
4- install msvc build tools for arm, arm64, and x86/ x64.
5- setup android studio and download ndk r21
6- set ndk and android paths in PATH.
7- Modify buildConfiguration.xml :
