I have the same issue, (impossible to revert 24H2 on that particular computer)i don’t know what to do, i can open the image in any other software, there are no corruption, it just won’t work anymore 
It come from the Windows Imaging Component, the photo viewer of windows is fixed, but not the reality capture app
