So, the problem was that MS VS 2015, regardless of the method of removal, likes to leave behind certain files. After that, the system thinks that the program is remote, but installers of other versions (for example, MS VS 2017) strongly disagree with this. Third-party programs for cleaning files and registries do not help to remove everything completely and irretrievably, it is necessary to use SPECIFICALLY WRITTEN UTILITIES (!!!). After cleaning this utility and reinstalling MS VS2015 everything worked.
