ok, im not sure why, but doing a build > run build insights on solution > rebuild fixed it for some reason. was still getting the error when building normally, but after a while of building like this, i can build normally as well

Found the solution. VS2022 and my projects were on a different disk than Unreal Engine, somehow it caused problems for this particular project but none to previous and new ones. A clean reinstall of VS and UE on the same disk patched it.
