I believed I know what Error Code R-1618 means. I have encountered this error while installing Visual Studio 2015 Update 1 as well as other packages (Python, Common Tools, Universal Windows App, etc.), while downloading and updating Unreal Engine 4 to 4.10.4.

This error indicates your computer, or rather, your operating system is undergoing installation. And this installation may have modified prerequisites or Visual C++ redistributables that other software products rely on. To fix this, either wait until the installation process is complete (including restarting your computer), or cancel the installation process.

If all fails, restart the computer and try again.
