Error 403 You do not have permission to access

I have a TM user (2023.1.2) who can't seem to access the TM Cloud features. He's signed into TM with his Epic account, but for some reason it gives him the error in the subject line. Only his account seems to have an issue. His installation is via a direct install (not through the Epic Launcher), but he created an epic account and has logged into TM with that account successfully. I've added him to our Epic Company Portal and still no luck. I'm not sure where to look for possible errors.
