Ok, So I did a fresh installation of Epic Games Launcher and was trying to download Engine V 4.17.1
I was getting constant 300 KB/s download rate until 25%. Then suddenly the download rate went down to 0 B/s. I tried restarting the launcher, signing out and back in. But nothing seems to bring the download rate back up.
So then I checked the Task Manager and it says the Epic Launcher is downloading at 3.5 Mb/s. I also see that the file size is increasing on the disk.
So this looks like a visual glitch.
it does the same for me, there is nothing you can do as far as i know, you will just have to deal with it, it downloads the files and that’s all you need it to do, plus there is a progress bar at the top right you can click to see the progress anyways.
Maybe its true,but for me its downloading 0b/s and the download percents goes up realllllly slow.
it’s downloading packages in parts, unzipping (read) and writing to your file system (they should be > 0MB/s unless your drive is full). Patience buddy, go grab a water 
same for me but it has a warning sign beside it and it stayed at 0.0 B / 291.4 MB
solve: Step one: open task manager and go to “details” - Seach Epic games and right click on this, search set priority, then we set the priority to “high”, not “real time”
step two: in epic games launcher, go to the downloads tab, then configuration, and then click where it says “limit download speed”, a box will appear below in which we put 90% of the kb that we have assigned by the operator
Example:
10MB: 10000kb
90% of 10000k = 9000kb
so we put 9000.
