You could try to run as an administrator. This should allow the program to bypass network blocks or firewalls that may be blocking it from running.
If that’s not the problem you can try checking the version of your OS, if you’re using windows you need to be using a 64-bit version. Using a 32-bit version will allow you to download everything but will not run or update anything.
Also, ensure that you have enough storage available for all the files. I know that kind of sounds dumb, but I had an issue similar to this and I noticed I needed to make some space.
