I just noticed a bug in the editor, you probably already fixed it but wanted to report it to be sure.
As shown in the image the subtab is being copied to the maintabs location. It also does highlighting.

In UE4 4.8.3 The debug tools is under the developer tools tab under windows.
This issue has indeed been fixed.
