Editor selected cell visibility (improve UEFN performance)

We are reaching a point where having scalability set to low is not enough to keep the performance of the editor running smoothly, so we need the tools you get on world partition, where you can turn off areas of the map in the editor, and only load a cell of what you are working on. Would love to get that functionality exposed because our projects are getting too big to handle all at once.
