editor camera rotation

beginner question.

editor camera rotation looks with right mouse button (horizontal movement) to the left and right of the scene. When looking at the side of the xy plane that looks normal. But when looking with the editor camera from above along the z-axis to the xy-plane then the camera is rotating around its own axis and is not looking to the the left and the right. Why is that?

thanks. so it is like in a game. the character is rotating and the head is looking down.
