I got a newer computer and would like to move the devKit without having to redownload it. Is this possible with an external hard drive and how?

I’ve tried installing the files onto an external hard drive, but, whenever the executable is launched on a new computer, I get an error message saying “The program can’t start because XINPUT1_3.dll is missing from your computer. Try reinstalling the program to fix this problem.” Reinstalling helps fix the issue though, but the launcher won’t know where the engine’s files are.
That’s where I’m having issues because trying to install the engine at the file location it’s located in gives me an error message saying the folder needs to be empty. Some documentation on the internet says it should just verify the files. Maybe I’m just doing something wrong? I’m not exactly sure…
